The activities of the CLUSTER SERVAGRI project are divided into n. 6 Work Packages (WP).

WP 1: Project management

Activities:

The coordination methodology is based on CLLD – Community-Led Local Development, involving all the interested parties (PPs and APs) in the implementation, transversal gender integration and application of LEADER approach, for entrepreneurial, sectorial and territorial integration. The collaborative and integrated coordination between all the partners will be based on the integration of technical / financial planning tools; on the concentration of resources towards the priorities of the project; and on a coordination based on the consultation of interested parties. The organisation will see a coordination unit for each partner, led by the Main Beneficiary, which will ensure the flow of internal communication, the half-yearly Steering Committees (SC) and the quarterly Technical Committees (TC).

This WP provides for the drafting of a Coordination Plan, a basic document that defines all the specific guidelines to be followed for the best administrative, financial and communication procedures required at the level of the ENI CBC programme.

The implementation of a MEAL Plan (monitoring, evaluation, accountability and learning) is also defined, which promotes a transparent process of monitoring and evaluation, effective empowerment and ownership of interested parties, identification of tools, periodic reports, in accordance with the formats and EU conditions.

Monitoring and evaluation are based on quantitative and qualitative indicators reported in the logical framework; the target values will measure the achievement of the predetermined results; pivotal events will be planned to share the lessons learned, and to offer all interested parties a learning process that can also serve to derive solutions.

A Quality and Risk Management Strategy of the project is implemented, designed and shared with all the partners, as a risk management program whose objective is to control them progressively, so that, taking into account the risks in the activities model of the project, its sustainability will also be improved.

Activities:

A general communication manager will be dedicated to the overall coordination of the related activities. A continuous flow of internal / external communication will be ensured and a continuous activity of animation of the partnership on the project communication modalities will be implemented. A Communication Plan will be shared between the partners to give the project a visual identity and ensure coherence between communication strategy, needs, objectives, actions, results and achievements, thus contributing to internal and external communication flows, communication tools, targeted promotion and dissemination, to channels and media, to the public and target beneficiaries, to the volume and the calendar of the communication. Specific activities will concern the development of communication strategies and cluster promotion, boosting greater awareness of the objectives, principles and results of clustering and the enhancement of its products.

A Capitalisation Plan with its exit strategy will bring together the results of the project, identifying and sharing knowledge, as well as raising awareness in order to generate new knowledge and supporting future policies and plans.

WP 3 : Research and strengthening of system actions

Activities:
3.1. Enhancement of analysis / study on cultivation / production / collection / transformation / storage of oils, based on SERVAGRI results
3.2. Study on the certification of products with the SERVAGRI “umbrella brand” and the application and control of the SERVAGRI quality mark
3.3. Analysis and study of the commercial exchanges of bulk and bottled oils between Italy and Tunisia and towards their respective foreign reference markets
3.4. Study for the realisation of EMAS and UNI EN ISO 22005 certification prototypes.

It is necessary to start a cognitive phase to understand the needs of consumers belonging to external markets, for the export of oil production, intervening in the entire production chain, starting from the plots cultivated with olive trees, identifying the varieties, up to the mills, to view all the activities for processing, in order to verify the quality of the olives sent for processing as well as the chemical and organoleptic properties of the olive oils produced. To this end, it is necessary to identify the realities of cultivation (productive olive groves, harvesting, conditioning, transport) and olive milling (mills) of a certain size, where it is possible to develop the following actions:
– Strengthening the analysis and study of the methods of cultivation, production, harvesting and processing of olives and storage of olive oils in Italy and Tunisia, starting from the results of the SERVAGRI research already largely consolidated; with a cognitive survey for the identification of the olive processing, storage and bottling of the olive oils protocols, including the application of innovative techniques to improve the organoleptic characteristics and conservation methods; as well as for the identification of procedures for a protocol for the cultivation of olive trees and for the production of safe and traceable conventional olive oil, to be marketed in bulk and bottled; in addition to benefiting from an organic brand and / or a protected designation (PDO and PGI in Italy, CDO in Tunisia), to be marketed in bottle, strengthening the results of the SERVAGRI research
Study on the products certification for the productions obtained with the SERVAGRI “umbrella brand” and for the application and control of the SERVAGRI quality brand in healthy and traceable conventional oils, in the organic ones and / or with protected designations (PDO, PGI, CDO); with a cognitive investigation of the quality, safety and healthiness of the oil-making processes, of the techniques for harvesting, transporting, milling the olives and treatment / packaging / storage of bulk and bottled oils, up to the final sale to the consumer and also aimed at the identification of traceability procedures subjected to a protocol through a consolidated system in Europe, immediately reproducible on a Web platform and identifiable via QR code
Analysis and representation of the olive supply chain in relation to the commercial flow from Tunisia to Italy and vice versa, and from both countries to their respective foreign markets of reference, specifying the stages of production, transformation, up to the final sale and describing all the criticalities in terms of: food safety, organoleptic quality of olive oils; methods and techniques of transformation and conservation of the olives before milling and of their oils in the conservation phase; efficiency of the logistic structure; customs aspects; marketing; with a market study on the commercial exchange of conventional and typified bulk and bottled olive oils between Italy and Tunisia, identified by quantity, quality, type, etc. and evaluation of the use of the cross-border trading platform created in relation to exports to third countries, both European and Mediterranean (Maghreb: Algeria, Morocco; Mashreq: Egypt, Jordan, Lebanon), both outside the Euro-Mediterranean area, of the joint offer of certified olive oils; with the description and registration of the main differences existing between the different models and the appropriate corrective actions to allow a greater increase in import-export in terms of quality / quantity
– Study for the realisation of certification prototypes UNI EN ISO 22005 in the cross-border area.

WP 4: Actions for restructuring, innovation, strengthening of the olive sector in the cross-border area

4.4. Interventions for the application of innovative procedures

In this Work Packages (WP) restructuring, innovation and strengthening actions will be implemented for the olive sector in the cross-border area as to quality, traceability and safety of both organic and conventional olive oils:

– Pilot action for the application and control of the SERVAGRI quality “umbrella brand” both in healthy and traceable conventional olive oils; both on organic oils and / or those benefiting from a protected designation (PDO and PGI in Italy, CDO in Tunisia): comparison and exchange of know-how, thanks to training “on-the-job” or “learning-by-doing” transversally aimed at entrepreneurs, operators, technicians, professionals, public officials of the olive oil sector in the cross-border area; with an exchange of skills on the application of olive treatment protocols and on the bottling of olive oils, providing for the use of innovative techniques

– Demonstration interventions, training in the field and exchange of know-how transversally aimed at entrepreneurs, operators, technicians, professionals, officials of the olive supply chain on the quality, safety and healthiness of the olive oil-making processes, of the techniques of harvesting, transport, milling of olives and of the treatment / packaging / conservation of bulk and bottled olive oils, up to the sale to the final consumer with the application of innovative procedures for the treatment of olive trees, production-harvesting-transformation of olives in Italy and Tunisia for the production of healthy and traceable conventional olive oil, and organic oil, to be marketed both in bulk and bottled; and typified olive oil (PDO, CDO, organic, etc.) to be marketed in bottle; testing of the product certification for the productions obtained with the SERVAGRI quality “umbrella brand” and of the innovative traceability procedures subject to the SERVAGRI protocol through a registration system consolidated in Europe, immediately reproducible on a web platform and identifiable through a QR code

– Pilot action for the realisation of supply chain certification prototypes UNI EN ISO 22005 in the cross-border area: comparison and exchange of know-how, thanks to “on-the-job” or “learning-by-doing” training actions transversally aimed at entrepreneurs, operators, technicians, professionals, public officials of the olive sector, on the operating methods between:

›      Italian olive growers, who comply with EU Regulations, as well as documented identification relating to material flows, supply chain operators, as well as supply chain certifications (EN ISO 22005 standard); and

›          Extra-European olive growers in the Tunisian area identified.

WP 5 : Implementation of cooperation and networking agreements of the MSMEs of excellence in the cross-border area

WP5 aims at the creation of cooperation and networking agreements of excellent MSMEs in the cross-border area aimed at cross-border clustering and marketing of quality, safe and traceable olive oils, both in bulk and in bottle:

– Exchange of cross-border skills and information / training seminars, scientific publications on innovative techniques and procedures for the best maintenance of the supply chain, both for typified olive oils (PDO, CDO, PGI, organic, etc.), and for healthy and traceable conventional olive oils on the ICT platform

– Actions for the subscription of cross-border clustering protocols that introduce innovative procedures and provide for the application of innovative techniques for the treatment of olive trees and olives, production-harvesting-transformation, packaging / bottling of olive oils for the production of conventional olive oil healthy and traceable with the SERVAGRI “umbrella brand” and using innovative traceability procedures subject to the protocol through a registration system consolidated in Europe, immediately reproducible on a Web platform and identifiable via a QR code, to be marketed bottled

– Actions for the subscription of cross-border clustering protocols that introduce innovative procedures and provide for the application of innovative techniques for the treatment of olive trees and olives, production-harvesting-transformation, packaging / bottling of oils for the production of typified olive oil (PDO, CDO, PGI, organic, etc.) with the SERVAGRI “umbrella brand” and using innovative traceability procedures subject to the protocol through a registration system consolidated in Europe, immediately reproducible on a Web platform and identifiable via a QR code, to be marketed bottled

– Actions for the subscription of the UNI EN ISO 22005 supply chain certification protocols in the olive oil cluster of the cross-border area

WP 6 : Inter-institutional cooperation

This Work Package (WP) aims at defining and harmonising the joint regulatory standards of the commercial logistics platform (common regulatory standards / regulations for: transport, customs clearance, storage, distribution and sale of quality, safe and traceable olive oils, both in bulk and bottled) and the capitalisation of the cross-border olive oil cluster.

 

– COMMITTEE FOR COMMON POLICIES AND REFORMS (CCPR):

› Provides suggestions for common policies and structural reforms in the cross-border area regarding new services and products, as well as regional and cross-border clustering through appropriate measures, encouraged by local and regional authorities towards organisations that train youth workers and leaders of youth / women’s consortia, organisations and businesses

› Establishes strategic alliances and partnerships that influence the decision-making process and place safe and quality agri-food clusters at the centre of the common development agenda, formally engaging (for example through papers, protocols, memoranda of understanding) in clustering schemes to promote networking of olive oil producers, operators in the olive sector, young people and women, from production to marketing

› Promotes political reforms and implements structural tools and public-private partnerships that allow a steady establishment of the cross-border cluster and the dissemination of the model, together with the common panel of products and services

› Creates and launches an inter-institutional cooperation action plan for the definition and harmonisation of joint regulatory standards of the commercial logistics platform (transport standards, customs clearance, storage, warehousing, distribution and sale)

– COMMITTEE FOR CAPITALISATION, STABLE COOPERATION AND TRANSFER OF INNOVATION (CCSCTI):

› Capitalises on the activities of existing clusters and EU projects and best practices of macro-regional importance (EU and MED)

› Creates synergies between existing EU projects and this project

› Carries out exchanges between public and private entities (at national, regional and local levels) involved in clustering actions and networks relating to innovative services and products, entrepreneurship schemes, strategic clusters, traceability and food safety, quality brands and social innovation

› Creates a structured dialogue through joint and coordinated working groups between national, regional and local authorities and private entities / socio-economic actors in the cross-border area concerned

› Provides support for fund raising and direct financing for innovative start-up projects and offers support by guiding them to financial institutions, if necessary

› Creates a prototype of a certified supply chain (UNI EN ISO 22005 supply chain certification) of the interchanged olive products, including the creation of a logistic-commercial platform for the transport, customs clearance, storage, warehousing, distribution and sale of olive products

› Updates and harmonises in a stable and continuous manner the regulatory standards and joint regulation of the commercial logistics platform (transport standards, customs clearance, storage, warehousing, distribution and sale)

› Favours the strengthening and sustainability of the cooperation agreements subscribed in the olive oil sector of the cross-border area aimed at the marketing of quality, safe and traceable olive oils, both in bulk and bottled
